Purpose of Consulate application process at the time of Interview Edit

One of my friend I-526 petitions is approved by USCIS, then what is the purpose of the Consulate application and Interview, and how soon do he get the “Green card”?

The processing time would depend on if your friend is in USA or outside of USA, however in both the scenarios consular processing would be required to get an immigrant visa for USA. if your friend is ...  (More...)
