To apply for a ‘Red-White-Red Card’ you need to have an employer.
If you are found exceptionally qualified you need not have an employer in the beginning. In this case (or, under this case), you will be issued a ‘job seeker’ visa for a period of 6 months. If during this period of 6 months, if you have found an employer as per your qualifications, then you can apply for a ‘Red-White-Red Card’.
