Please clear my doubt, if a person want to remain in the US, can he just keep on renewing his visa to continuously reside in the US?

it depends on what visa he is holding. Most of them change the status after 5 years and apply for green card , they don't lose Indian citizenship and later apply for citizenship.

your job offer comes with entry permit to UAE . you cannot get an offer without approval fromgovernment. Normally company send you offer letter and entry permit to reach UAE.
